Operations Manager

Position: Operations Manager

Location: Free State

Reporting to: Provincial Programme Manager

Qualifications & Experience:

  • A Diploma or undergraduate 3 year qualification in a health related field
  • A postgraduate qualification in a health or related field
  • HIV\ AIDS Management Course
  • 3 years’ experience in a health or related programme coordination capacity
  • 5 years’ experience in a management field
  • Proven project managerial experience

Key Responsibilities

  • To manage the support that RTC is providing to the Provincial DOH Programme in line with the expectations of the partnership according to the MOU

Project Management

  • Management of project delivery in the respective areas of the Province
  • Drawing  up of project plans
  • Oversee delivery of the comprehensive CCMT programme in areas supported by RtC in the Province ( this encompasses all of: prevention, ART, Wellness, Down referral, TB/HIV, Medical Male circumcision, Cervical Screening, Counselling and Testing, etc. services)
  • Conducting continuous improvement projects in the province
  • Attend provincial and District relevant meetings or delegate
  • Submit monthly reports on implementation progress to the Province Programme Manager or delegated
  • Facilitate drawing up of monthly work plans based on quarterly plans as identified in conjunction with DoH
  • Verify data management and monthly reporting for DORA and USAID

HR and Staff development

  • Manage coordination of staff training needs in areas of support
  • Draw up strategies that utilize existing staff in areas of support
  • Support all staff in implementing support measures for staff development
  • Bimonthly job analysis to ensure appropriate staff is recruited and retained
  • Manage team building efforts that ensure the team and site management work together to ensure programmes success
  • Work with the Regional Training Centre Officials from Department of Health to develop joint training plan

Communication

  • Manage proper link between all staff and site management at all times
  • Assist in and clarify proper lines of communication between all RtC staff and DOH
  • Manage and facilitate open lines of communication between supported sites and RtC Programme Management

Monitoring and Evaluation

  • Manage the submission of reports from program leads and ensure deadlines are met
  • Manage provision and monitoring of accurate data for progress towards achievement of set area targets
  • Ensure regular feedback on data submission and that data gaps are addressed timeously and appropriately
  • Accurate data reporting and monitoring

Administration and Financial Management

  • Management of area programme needs within  available budget
  • Management of projects within USAID funding control
  • Ensure ongoing asset management
  • Draw up site budget plans
