Pharmacist Technical Advisors: Correctional Services Support Department (3 vacancies) – KZN, Free State and Northern Cape

Right to Care is a Johannesburg based non-profit (section 21) company with national coverage. Right to Care delivers and supports the provision of quality health care through innovative approaches that are responsive to health care needs.

The pharmacist will support service delivery and provide technical support to correctional service facilities. Applicants must note that attendance at correctional facilities and extensive in-country travel will be a requirement. Part-time working may be considered. The pharmacists will provide Health Systems strengthening expertise to support pharmacy and health product supply chain management activities within the Correction Services facilities.

Responsibilities and Duties:

• To provide technical assistance and professional support to Correctional Facilities to ensure equitable and timely access to essential medical products, vaccines and technologies of assured quality, safety, efficacy and cost-effectiveness
• To ensure cost efficient and scientifically sound use of pharmaceutical and medical products within the correctional facilities in accordance with South African regulations, policies and guidelines
• To support the Departments of Justice and Correctional Service and Health in the development and/or review of policies, guidelines and procedures applicable to the use of pharmaceutical and medical products
• Support the development and implementation of Procurement and Supply Management (PSM) Plans for identified medical products, as required.
• Ensure proper monitoring and control of all procurement and supply chain management processes.
• Develop, implement and supervise logistics planning for the timely delivery of medical products.
• Provide technical assistance and advice to counterparts in procurement-related matters including inventory management, demand forecasting, distribution plans and timing of deliveries. 
• Proactively ensure an uninterrupted supply of medical products to counterparts.
• Conduct field visits to monitor inventory control and use of medical product supplies at sites and propose corrective measures for improving  supply management  where indicated.
• Maintain auditable documentation, including monthly reports, on all procurement and supply management related activities in compliance with applicable standards.
• Advise the programme and ensure compliance with the rules and regulations in all applicable procurement related matters.
• To support the broader programme and institutional objectives of Right to Care

Requirements:

• Pharmacy Degree and registration with the South African Pharmacy Council as a pharmacist
• 5 years in procurement and supply chain management of health products
• At least 5 years of progressive professional experience in procurement and supply management, including field experience with health products in developing countries.
• Knowledge of and/or expertise of donor funded procurement policies and procedures
• Knowledge of medicines and health commodity supply chain management in the South African context.
• A valid driver’s license is an essential requirement that must be maintained throughout the period of employment
