Senior Epidemiologist NICD

The Senior Epidemiologist in the Division of Public Health Response and Surveillance will lead a team of epidemiologist in the nine provinces to provide the Provincial Department of Health (DOH) with specialist epidemiology expertise and leadership for the control of infectious diseases leveraging on the expertise and resources at the National Institute for Communicable Diseases (NICD). The Senior Epidemiologist will support and supervise the Provincial Epidemiologists as they respond to the needs of the Department of Health by providing provincial level analysis of national surveillance datasets as well as the investigation of outbreaks working closely with the Provincial Communicable Disease Co-ordinators and the NICD outbreak unit. The Senior Epidemiologist will be responsible for developing the overall surveillance strategy of the GERMS surveillance platform, ensuring that the attributes of the platform are able to deliver on its objectives set in agreement with the various NICD centers for the diseases under surveillance. The Senior Epidemiologist will be involved in the training, mentoring and supervision of nine provincial epidemiologist as well as any other capacity building activities in epidemiology as required. The post falls within the Division of Public Health Surveillance and Response and will be part of the management team of NICD, as such the Senior Epidemiologist will be required to provide additional support for the other activities of the Division as well as other NICD needs.

Key Job Responsibilities:

  • Ensure that the NICD supports the Provincial Departments of Health in their infectious Disease Epidemiology needs
  • Manage a team of epidemiologists working on behalf NICD in the nine provinces
  • Provide specialist epidemiology expertise and leadership
  • Contribute to the development of the overall surveillance strategy for GERMS
  • Support and supervise the provincial epidemiologist a they respond to the needs of the Department of Health in the investigation of outbreaks
  • Support leadership of the Division of Public Health Surveillance and Response
  • Be actively involved in the writing and submission of scientific papers
  • Participate in relevant internal, provincial national and international meetings to facilitate the objectives of GERMS – SA
  • Represent the GERMS – SA in national meetings and conferences
  • Advocate GERMS – SA to different stakeholders
  • Strengthen the relationship between NHLS,NICD and DoH by being the liaison for all three institutions
  • Collaborate with the NICD response unit, to provide DoH with support in large/severe outbreak investigation and response in the field. This would include close liaison with all role players including NHLS, Directorate of the Provincial DoH and the Communicable Diseases Units and outbreak response teams in the province
  • Strengthen systems for accessing NHLS and private laboratory data for epidemiological applications with specific reference to GERMS surveillance and outbreak response
  • Play a lead role in the development of laboratory-based early warning systems for outbreaks and analysis of communicable disease data generated from CDW
  • Manage the project administrator who will support the provincial epidemiology team with administrative work
  • Comply with any reasonable and lawful instruction issued by the manager.

Key Competency Requirements:

  • MMed (Public Health Speciality) or PhD in Epidemiology or Public Health/ or Masters in Public Health or MSc Epidemiology with 6 years post qualification experience in infectious disease epidemiology surveillance in a public health setting
  • Four (4) years experience leading a team in public health
  • Experience in working in Public Health Sector
  • Code 8 Driving License and own transport
  • Expert knowledge of epidemiology and statistical methods
  • Proven leadership and management skills
  • Expert knowledge of and insight into laboratory practice and interpretation of laboratory tests with specific reference to the NHLS and NICD is essential
  • Knowledge of statistical software package for epidemiological analysis, MS Access, Excel, STATA or SAS
  • Good understanding of the health systems in South Africa
  • Excellent inter-personal and communication skills
  • Problems solving skills.
