South to South (S2S) is a programme in the Department of Paediatrics and Child Health in the Faculty of Medicine and Health Sciences at Stellenbosch University near Cape Town, South Africa. S2S was established in 2006 to provide paediatric expertise to multidisciplinary teams in Africa caring for children in ARV programmes. S2S now supports the South African national Department of Health to improve HIV/TB health services for mothers, infants, children and adolescents. Since its initial focus on the training of health workers, the programme has diversified to ensure knowledge translation and implementation, and to build the evidence base for effective in-service training of health workers.
This USAID-funded programme, which forms part of the PEPFAR initiative to combat HIV/AIDS in South Africa, is seeking a qualified and dedicated clinical programme director (Ref: TGB14/144/0414)
(Three-year contract appointment with possible extension).
The incumbent will work closely with the principal investigator, operations director and programme managers to ensure the smooth operation of technical efforts and field activities by coordinating programme implementation and by providing technical support for the S2S programme. Duties include supervision and mentorship of staff, organisation, coordination and effective monitoring of all programme implementation functions. The appointee will report to the principal investigator and executive management committee of the Department of Paediatrics and Child Health. The main purpose of this position is to provide organisational leadership and direction to the S2S programme. The position is based at the Faculty of Medicine and Health Sciences, Tygerberg Campus, Stellenbosch University.
Duties: Serving as full-time clinical programme director; 100% of work hours will be committed to USAID Cooperative Agreement No. AID-674-A-12-00031 – HIV Innovations for Improved Patient Outcomes in South Africa
- providing overall organisational leadership and direction for the S2S programme, including its strategic information, t raining and development, and health systems strengthening programmes
- overseeing the development, implementation and achievement of S2S goals
- establishing and maintaining organisational structures, programmes, projects, lines of authority and accountability, decision-making and communication mechanisms, to realise the mission and strategic objectives of S2S
- overseeing partnerships, external relations and networking
- establishing and maintaining mechanisms and approaches for building and nurturing effective alliances and networks that will leverage support and extend the scope and effectiveness of the services and overall mandate of the organisation
- establishing and maintaining management systems, i.e. integrated internal systems that enhance utilisation of all resources and assets to advance the mission of S2S
- providing leadership and governance by taking stewardship, defining values, promoting standards of ethical practice, mobilising resources, taking effective trusteeship, setting strategic direction, and detecting and correcting undesirable trends or distortions
- ensuring organisational sustainability and diversification of funding by initiating and leading initiatives, to ensure financial sustainability, including writing grant proposals and implementing an organisational sustainability plan
- performing other duties and responsibilities, as defined.
An MD/MPH degree or professional equivalent
- at least five years’ experience in public health and health programme management in South Africa, including paediatric HIV and MTCT-Plus experience (a strong preference)
- experience of training and curriculum development (a strong preference), and the proven ability to ensure high-quality programme outcomes
- experience working with the US Government or other bilateral donors, especially USAID
- the core competencies required of a senior executive, i.e. using effective personal and interpersonal behaviours; creating a vision and establishing direction; managing the organisation; creating and maintaining a client focus; building a competent, diverse and empowered workforce; encouraging external cooperation and understanding, and developing resources
- extensive research experience and a publication list in maternal and child health, with a focus on issues regarding the care and treatment of paediatric and adolescent HIV/AIDS patients, infant nutrition, PMTCT, TB, and psychosocial support in a research environment
- an excellent grasp of current literature and research methods in training and mentoring programme development, programme evaluation, operational research, and improvement science research in HIV/TB treatment, care and support in priority populations
- a strong written and spoken command of English and Afrikaans, as well as a third official South African language
- a high level of proficiency in relevant computer applications, particularly MS Office
- the willingness to travel up to 40% of the time, predominantly in South Africa
- a valid South African employment permit (in the case of international candidates).
A PhD in a public health field
- at least 10 years’ experience in public health programmes or capacity building programmes, or both
- health systems research and experience of programme development, implementation and evaluation
- practical experience of childhood TB.
