3DE Program Manager

The Applied Analytics Team:

Working closely with CHAI country teams and partner governments, CHAI’s Applied Analytics Team (AAT) uses operations research, mathematical modelling, impact evaluations, and other analytical tools to improve health care delivery.

Demand-Driven Evaluation for Decisions (3DE):

The Demand-Driven Evaluation for Decisions (3DE) strategy is an efficient, rigorous and outcome-oriented approach to impact evaluation and the use of evidence to drive decision-making that CHAI is implementing in partnership with the organization IDinsight. The 3DE focus is on questions posed directly by Ministry of Health managers and uses rigorous methodologies on an accelerated timeline to provide crucial evidence used to influence decisions around the delivery of interventions, and to catalyze the implementation of effective interventions.

Responsibilities:

The Program Manager will be responsible for implementing the 3DE strategy as part of CHAI’s 3DE team. This will involve:

  • Managing the process of identifying questions suitable for the 3DE approach in close collaboration with the Ministry of Health and Ministry of Community Development Mother and Child Health
  • Technical assistance to the Ministry of Health, Ministry of Community Development Mother and Child Health and other relevant stakeholders to catalyze implementation of the findings of 3DEs, to ensure the translation of evidence into policy and programs
  • Close coordination with partner organization IDinsight on the identification and planning of evaluations
  • Analytics, including mathematical modelling, cost-effectiveness analyses and synthesis of literature 
  • Liaising with other organizations or academic institutions that specialize in evaluation for those evaluation questions not appropriate for 3DE
  • Communication of findings of 3DEs to relevant stakeholders
  • Dissemination of 3DE findings to stakeholders and the global evidence community

Qualifications:

  • Post-graduate degree, preferably Master’s degree in public health, epidemiology, biostatistics, economics, public policy or related field
  • Minimum 6 years of work experience in public health or a related field
  • Demonstrated experience working closely with government partners
  • Strong relationship management and networking skills
  • Strong management skills of projects involving multiple partners and tight deadlines
  • Quantitative analysis experience preferable
  • Ability to work independently
  • Ability to think strategically and problem solve in a fast-paced, multicultural environment
  • Strong written and oral communication skills and oral fluency in English
  • Operational or management experience preferred
  • Zambian nationals are strongly encouraged to apply
