Technical Officer – HIV Care and Treatment

WHO is soon opening a short term position for a Technical Officer – HIV Care and Treatment, Duty Station Port Moresby, Papua New Guinea at P4 level.

The proposed terms of reference are:

Under the direct supervision of Medical Officer (HIV/AIDS)/Team Leader- (Communicable Diseases Cluster), in consultation with the Team Leader HIV & STI, Regional Office of the Western Pacific, the incumbent shall carry out the following duties:

  1. Guided by global and regional guidelines on HIV testing, linkages to care and antiretroviral treatment facilitates review, update, early adoption and implementation of national guidelines and related training materials and supports cross-sectoral work with national tuberculosis and maternal-child health programmes.
  2. Guided by global HIV drug resistance surveillance and monitoring protocols and strategies facilitates review, update, early adoption and implementation of national HIV drug resistance surveillance and prevention protocols and monitors progress; 
  3. Collaboratively supports development of HIV testing, care and antiretroviral treatment patient and programme monitoring tools, and related training materials, and maintenance of the national HIV testing, care and treatment data base.
  4. Facilitates quarterly and annual analysis of site and programme data on HIV testing, linkages to care and ART and outcomes at local and national level and recommends solutions to day-to-day programme concerns.
  5. Conducts regular supervision, provides on-site mentoring of HIV testing, linkages to care and antiretroviral treatment services and supports utilization of local data for quality improvement of services and recommends solutions to operational issues;
  6. Supports and encourages analytical studies such as operational research  that are aligned to country strategies and supports their publication;
  7. Supports National Department of Health to disseminate their experience through presentation/ publications/internet in national and international fora;
  8. Any other duties as may be required.

Functional Skills and Knowledge (Describe skills and knowledge specific to the post):

Thorough knowledge and understanding of HIV programme and multisectoral nature of HIV response.  Skills in health situation analysis, strategic thinking, programme management and evaluation in promoting national capabilities at all levels. Excellent communication skills. Ability to travel and work in remote field conditions. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

Education (Qualifications):

Essential:

University degree in medicine from a recognized university

Desirable:

Postgraduate degree in public health, and training in epidemiology

Experience:

Essential:

Seven years of HIV/AIDS programme experience with five years of experience in HIV care and treatment activities at national and international level.

Desirable:

Experience in public health programme planning and management, monitoring and evaluation. Research experience is an asset. Experience in validation, analysis and utilization of health information system's data.

The approximate remuneration is $72,000 per annum at P4 level with around 112% of that figure as post adjustment. We are contemplating an initial contract for at least 5.5 months with the possibility of extension to 12 months.
