Public Health Specialists – Southern Africa Regional (USAID – IQC)

The Institute for Health Measurement (IHM) is a regional entity in Southern Africa that provides consulting, implementation and program management services for health systems strengthening activities. IHM’s core expertise includes design and implementation of strategic information (SI) systems, routine and patient health information systems development, program evaluation and capacity building for SI. Our approach is to improve systems and processes, promote the use of local resources within the regional context while strengthening and promoting the use of Government systems. At the core of this group is the belief that Africa must utilize the health information generated from public health interventions in order to meet positive health outcomes of affected populations.

Position Summary

The Institute for Health Measurement is currently seeking Public Health Specialists interested in long and/or short-term positions for a USAID-Funded regional Indefinite Quantity Contract (IQC). The Public Health Specialists will help provide various technical, operational support and professional services, tasks for USAID funded programs/projects in South Africa, Lesotho, Swaziland and Botswana.

IHM will recruit Public Health Specialists for periods of 6 months to 3 years in length (exact lengths of assignments-TBD) for regional deployment during the period January 2012 through 2015. She/He will have expert experience in one or more of the illustrative categories of support services and technical/programmatic areas listed below. Technical areas may include, but are not limited to:

  • Project management, including design of program/project monitoring systems, project/program diagnostics
  • Evaluation for health, democracy, governance, economic growth, environment and education
  • Design and conduct of program impact evaluations
  • Logistical support for task implementation teams
  • Contractor performance evaluations
  • Conduct of data quality audits
  • Partnership evaluations
  • Strategic Planning

Responsibilities are variable and project dependent and may include:

  • Provide oversight of leadership on technical areas related to strategic information activities for regional programs, projects, and services funded by USAID/Southern Africa
  • Design and conduct of data quality assessments for programs and/or projects funded by USAID/Southern Africa
  • Liaise and manage relationships with clients/donors, government officials, and public and private sector organizations
  • Prepare written reports, strategy documents, presentations, models, analyses, and recommendation
  • Design and conduct of evaluations; provision of logistical support to contractor
  • Lead assessments, trainings, and workshops for in-country audiences

Basic Qualifications 

  • Advanced degree in Public Health, Epidemiology, International Development or other relevant field;
  • 8+ years of experience working in public health programs in Southern Africa
  • Experience working for USAID or on USAID-funded health programs
  • Excellent analytical and methodological skills
  • Must demonstrate exceptional written, presentation and oral communication skills
  • Advanced Word, Excel and PowerPoint experience

Additional Desired Qualifications

  • Prior experience working in Southern Africa
  • Prior experience leading international health projects or Lead Technical Expert
  • Extensive consulting track record in Southern Africa
  • Fluency in English
