Monitoring and evaluation coordinator HST

Health Systems Trust wishes to appoint a Monitoring and Evaluation Coordinator to lead the design and implementation of a monitoring and evaluation system for the CDC District Support (SA SURE) Project. This five-year project aims to strengthen local capacity in the provision of sustainable HIV-related care and treatment in six provinces (Eastern Cape, Free State, KwaZulu-Natal, Limpopo, Northern Cape and North West).

The incumbent’s primary responsibilities include the provision of strategic guidance and leadership on the development and implementation of monitoring, evaluation, reporting and learning (MERL) for this health systems strengthening (HSS) project. This is a one year, fixed-term contract position, renewable based on funding and performance.

KEY RESPONSIBILITIES:

  • Support the Project Manager to optimise implementation and performance of the project
  • Provide leadership in the development, implementation, documentation and maintenance of a Monitoring, Evaluation, Reporting and Learning (MERL) system in compliance with stakeholder requirements
  • Lead the development of appropriate training material and train district-based project staff to ensure that the MERL system is implemented effectively
  • Provide supervision and guidance for HST’s district-based M&E Officers
  • Assist in the preparation, implementation and monitoring of provincial project work plans consistent with the strategic objectives and results expected of the project
  • Design and implement knowledge management systems for the project
  • Compile quarterly and annual progress reports
  • Lead the development of effective communication tools showcasing HST’s technical assistance and capacity building efforts, including briefing papers and peer reviewed publications
  • Work internally with colleagues and externally with our partners to design and implement evaluation strategies to enhance availability of documented outcome/impact results for the CDC District Support

REQUIREMENTS:

Qualifications

  • Master’s Degree in health, public health, social sciences, behavioural sciences or related field
  • Formal training in Monitoring and Evaluation

Experience

  • At least 5 years’ experience in managing health related data (HIV and AIDS programme data an advantage), including data verification and quality assurance
  • Background in research and/or an information management field
  • Experience in compiling donor reports
  • Experience in developing training manuals and facilitating learning-orientated M&E training
  • Experience in the application of MERL approaches (including quantitative, qualitative and participatory)
  • Experience in developing knowledge management systems will be desirable
  • Management experience will be desirable

Competencies

  • Extensive knowledge of HIV prevention, treatment, care and support programmes
  • Good understanding of the South African Department of Health system, including the policies, management and health information systems and structures at national and provincial levels
  • Ability to lead and manage staff for optimum performance
  • Skills to build and maintain relationships with multiple stakeholders
  • Advanced knowledge of Microsoft Office applications (Excel, Word, PowerPoint, Outlook)
  • Excellent command of English, both verbal and written
  • Excellent facilitation and training skills and an understanding of training methodologies and approaches
  • Valid driver’s licence and willingness and ability to travel extensively

REMUNERATION

A salary package commensurate with experience and qualifications and in line with HST’s Job Grading System will be offered to the successful candidate.
