Monitoring and Evaluation Fellowship as part of the FPD Technical Assistance Programme

FPD is offering 5 masters graduates the opportunity to gain a 1 year fellowship operational experience and provide technical assistance in Monitoring and Evaluation within the HIV/AIDS services environment in collaboration with PEPFAR and the public health care sector in South Africa.

All PEPFAR FPD Technical Assistance M&E Fellows will report to the Foundation for Professional Development’s Technical Assistance Department, but will be stationed at each public sector district head office as stated below.


  • Tshwane/Metsweding Region
  • Pretoria Head Office Nkangala District
  • Witbank(E-Malahleni) Head Office Capricorn District
  • Polokwane Head Office Vhembe District
  • Thouandou/Mussina Head Office Cacadu District
  • Port Elizabeth Head Office

Degree Requirements:

A Masters degree in Public Health, Development Studies, Epidemiology, Health Studies or Social Sciences with modules in HIV and AIDS and Monitoring and Evaluation. An interest paired with training in Monitoring and Evaluation is mandatory. Familiarity with Public Health indicators and data management/DHIS systems will be advantageous.

Personal Requirements:

To apply for this position you must have completed a Masters Degree or have completed 80% of your Masters course work. South African citizenship or permanent residence is essential.

Contract: 12 months

Commencement Date: July 2011

Remuneration range: R12 000 – R15 000 per month plus R1 000 per month medical aid subsidy

Job Description:

General Monitoring and Evaluation Tasks:

  • Inform and manage the implementation of FPD’s M&E plan for the district Inform and support the implementation of DoH’s District M&E plan
  • Inform and support evaluation strategies for district health programs and interventions
  • Inform and support feedback processes from district to facilities
  • Assist HAS(T) program managers with target setting and monitoring facility- and district-level performance against agreed upon targets
  • Conduct site visits with district counterparts
  • Develop and implement/coordinate action research projects to  address an identified problem in the district
  • Support the implementation of SAG’s three tier information management strategy
  • Standardize M&E and data management processes at health facilities within the district
  • Review and assess reported data for data quality (e.g. Routine Data Quality Assessments, Standards Based Measurements and Ratings)
  • Facilitate and/or coordinate M&E support workshops for facility- based data staff, based on identified needs
  • Innovate and problem solve  

Data Use & Reporting:

  • Support SAG (District and Provincial), USAID/PEPFAR and FPD management’s routine reporting requirements and ad hoc data needs for all FPD-partnered programmes in the District according to deadlines
  • Coordinate/participate in quarterly information sharing and M&E strategic planning forums with various stakeholders (DoH, Pepfar partners, NGOs, etc.) within the District
  • Strengthen systems for the use of data and information for evidence-based health program management at the facility level
  • Represent FPD at quarterly CCMT/HAS(T) meetings and other SAG meetings
  • Document and disseminate best practices with all stakeholders and partners

Department of Health Information Systems (DHIS)

  • Participate in monthly data quality and validation reviews with DHIS counterparts
  • Support district DHIS office to streamline data flow, improve data quality and strengthen data use
  • Build human capacity on correct and comprehensive use of DHIS

Support to Technical Assistance team:

  • Perform situational analyses, needs assessments and/or gap analyses as per SAG or TA team requirements
  • Inform FPD management of technical assistance needs for the district
  • Integrate FPD implementation/operations staff with District M&E structures
  • Lead training activities to ensure knowledge transfer within the District M&E structures
